A mobile virtual network operator (MVNO) is a company that works with a mobile network operator to sell internet, phone, or data access to another business. The MVNO will purchase this access from the mobile network operator at wholesale rates, then sell them to other customers (such as a small business) at retail rates.

MVNOs sell their product—wireless access—to residents and small businesses worldwide. MVNOs can be directly affiliated with mobile network operators (such as Cricket Wireless, which is affiliated with AT&T, or Metro by T-Mobile). In most cases, a small business user will not be able to tell the difference between an MVNO and a mobile network operator.
